NDPC, SECO Deepen Collaboration on Ghana Urban Mobility and Accessibility Project Phase II

The National Development Planning Commission (NDPC), on Monday, 11 May 2026, received a delegation from the Swiss State Secretariat for Economic Affairs (SECO) during a courtesy call focused on Ghana’s Urban Mobility and Accessibility Project Phase II (GUMAP II).

The discussions centred on strategies to strengthen sustainable transport planning across Ghana’s metropolitan and municipal assemblies.

The Director General of NDPC, Dr. Audrey Smock Amoah, reaffirmed the Commission’s commitment to supporting the initiative. She stressed the need for practical tools to facilitate integration, comprehensive stakeholder mapping to clearly define roles and responsibilities, and the careful selection of focus districts to minimise possible spillover effects.

Reflecting on earlier efforts to establish transport departments within metropolitan and municipal assemblies, Dr. Amoah acknowledged the staffing challenges encountered but underscored the importance of rebuilding this foundation to support the effective implementation of GUMAP II.

She welcomed plans to engage the Office of the Head of Local Government Service, noting that such collaboration would help identify staffing gaps and strengthen transport departments within the assemblies.

Dr. Amoah also highlighted NDPC’s role in certifying development plans across sectors and described the Regional Coordinating Councils (RCCs) as critical partners in reviewing and integrating mobility plans at the local level.

The NDPC team further recommended an assessment to determine whether personnel trained under Phase I remain within the system and, where necessary, the introduction of additional capacity building programmes to sustain institutional knowledge and expertise.

They also proposed that project activities be integrated into annual action plans to strengthen monitoring and evaluation processes, while supporting gap analysis through closer collaboration with the Local Government Service.

The meeting reaffirmed NDPC’s commitment to supporting the development of sustainable urban mobility plans through strengthened collaboration with SECO and relevant local government institutions.
